Student Parking Regulations

Each student who brings a motor vehicle to the Randolph College campus must register it with the Department of Campus Safety at the beginning of the fall term, or within three days of acquisition at any later date in the academic year. If a motor vehicle is replaced or a new license plate or registration is obtained, Campus Safety must be notified within three business days of the change. The term motor vehicle includes motorcycles and scooters. Scooters must also be registered with the City of Lynchburg, Virginia, per local ordinance, if operated on City streets at any time.

Vehicle Registration

  1. Vehicle registration is accomplished electronically by accessing the Randolph College Portal @ inside.randolphcollege.edu using assigned login and password information. Once the web page is opened, click on the Campus Tools tab, then select Parking Registration. Fill out the short form and click submit. The registration fee is automatically added to your student account on campus. The assigned parking decal will be available at the Reception & Information Desk in Main Hall lobby when you arrive in the fall.
  2. Students who possess a vehicle and/or park on campus at any time must pay an annual parking fee as part of the vehicle registration process.
  3. No fee will be charged to amend vehicle registration.
  4. All registered vehicles parked on campus must display the current Randolph College parking decal on the exterior of the lower right side (passenger’s side) of the rear window.
  5. Special and handicap parking permits may be issued, as needed, with proper documentation issued by a medical professional. This must be presented at the time of request of accommodation.

*Notice: Vehicle registration does not guarantee a campus parking space.

General Regulations

  1. Parking regulations and space designations are in effect 24 hours a day, 7 days a week, 12 months a year. Periodic exception notices may be posted or disseminated by campus communications.
  2. The College reserves the right to change or otherwise restrict parking designations as conditions warrant.
  3. Vehicles may not be driven or parked on grassy areas, grounds or sidewalks.
  4. Loading and unloading is permitted in front of Main Hall when a vehicle is parked in a proper parking space, or as directed by Campus Safety during student move in/out, for a period of 30 minutes maximum. Be certain to notify the Reception & Information Desk to avoid a citation.
  5. Student guests who have a vehicle must register it with the Reception & Information Desk in Main Hall, and may park in the Bell student parking lot, the Health & Counseling Center lot, or the Norfolk Avenue, Randolph Athletic and Dance (RAD) Center parking lot.
  6. Curbside parking along the Main Campus Drive from Rivermont Avenue to Moore Hall, or around any of the two circles, is not permitted as this is a fire lane.
  7. Parking spaces along Main Campus Drive from Smith Hall and Main Hall are reserved for visitors and guests of the College only, 24 hours a day, 7 days a week, 12 months a year.
  8. The driver of a vehicle shall be liable for any property damage resulting from negligence.
  9. Vehicles may not be parked in any area not specifically designated as a parking area/space.

Parking Area Designations and Additional Information

  1. Student parking is restricted to:
    1. Bell Hall lower student parking lot parallel to North Princeton Circle.
    2. Norfolk Avenue, RAD Center parking lot
    3. Multiple parking spaces behind the Leggett Building along East Campus Drive (near the Boiler Room) are reserved for Day and Prime Time students.
    4. Curbside parking along Main Campus Drive from Rivermont Avenue to Moore Hall, or around any of the two circles, is not permitted as this is a fire lane.
    5. The parking spaces along Main Campus Drive from Smith Hall to Main Hall shall be reserved for visitors and guests of the College only, 7 days a week, 24 hours a day, 12 months a year.
  2. Campus Safety Officers will provide escorts to and from all parking lots, and from any location or facility on campus, to a parking lot, residence hall or academic building during hours of darkness or as requested. Contact the Reception & Information Desk for this free service (434) 947-8000.
  3. Students are required to obtain parking passes for their guests, providing vehicle information in case of emergency or incident. Passes are issued at the Reception & Information Desk in Main Hall.
  4. Students may park in the faculty and staff parking lots noted below from 6 p.m. to 7 a.m. Monday through Thursday, and from Friday at 6 p.m. to Monday morning at 7 a.m.:
    • The Norfolk Avenue side of the RAD Center
    • The Nursery School lot)

    *Spaces between Main Hall and Moore Hall – in front of the Psychology Building, the Smith-Wright parking lot, the upper Bell lot, the Health &Counseling Center lot, and the reserved spaces behind the Leggett Building are not to be used by students at any time unless a notice of exception is distributed.

  5. Students must move their vehicles from faculty and staff parking areas listed above to the student parking lot during winter weather conditions to allow for snow removal and treatment of slick or icy pavement, or if a campus-wide parking restriction notice has been posted or communicated providing more specific information or direction.

Penalties

  1. Any vehicle that receives a citation for not having a current parking permit will have three business days to be registered. At the end of the third day, the vehicle will be subject to receiving another citation and may have a boot device applied.
  2. Any vehicle that is parked in a reserved parking space or parked in a handicap parking space without the permission of Campus Safety will be subject to a citation and may have a boot device applied – first offense.
  3. Any vehicle that is parked in a fire lane will receive a citation and may be subject to towing at the owner’s expense.
  4. Any vehicle that has a boot device applied and remaining for over 48 hours, or two business days, may be subject to being towed at the owner’s expense.
  5. Any vehicle that is parked on the sidewalk will receive a citation and may have a boot device applied to the vehicle – first offense.
  6. All parking citation appeals must be made in writing by submitting a completed Parking Citation Appeal Form to the Director of Campus Safety (or designate in his/her absence) within 72 hours, or three business days, after receiving a citation.  The Appeal Process instructions and Appeal Forms are available at the Reception & Information Desk in Main Hall:

  7. Vehicles that receive three citations within a 30 day period will have a boot device applied when a fourth citation is issued.
  8. Students will be charged $50 to have any boot device removed from their vehicle, in addition to citation fees.
  9. All citations are $40 and payment of all fees and fines are payable to Randolph College and are collected by the Cashier in the Business Office during normal weekday hours of operation.
  10. All State, Federal, and City traffic and criminal laws related to vehicle offenses must be obeyed on campus.

Randolph College does not accept any responsibility or liability for loss or damage to any vehicle or its contents at any time. Please lock parked vehicles and place valuables out of view or remove from vehicle.


Faculty and Staff Parking Regulations

Randolph College faculty and staff members must register motor vehicles that will be parked on College grounds or properties at any time with the Department of Campus Safety at the beginning of employment. This includes motorcycles, motor bikes, and scooters. If a motor vehicle is replaced, or a new registration/license plate number is obtained at a later time, the employee should notify Campus Safety within three business days of the change. A request to drop or add a vehicle may also be accomplished by following the path noted in the Vehicle Registration section below. A valid Randolph College parking decal must be properly displayed at all times while on campus.

Vehicle Registration

College employees may register a vehicle and request a free parking decal for no more than two primary vehicles via theon-line registration system. Access is accomplished by logging into the RC Portal; Academics tab (top of the page); Campus Tools header on the page. The employee will be notified via email when the decal may be retrieved at the Reception & Information Desk in Main Hall lobby. Those who may not have computer access can complete a written vehicle registration request form found at the Reception & Information Desk. Once the completed form is received, the data will be input and a decal prepared for the employee. The employee will be notified through their direct supervisor when the decal is available for pick up.

  2. The College reserves the right to change or otherwise restrict parking designations as conditions may warrant.
  3. Vehicles may not be parked in any area not specifically designated as a parking area or space.
  4. Lack of convenient parking or absence of a space in any particular area on campus does not excuse a violation of the College parking regulations.
  5. Curbside parking along Main Campus Drive from Rivermont Avenue to Moore Hall, or around any of the two circles, is not permitted as this is a fire lane.
  6. Use of designated handicap/handicap accessible parking spaces without proper documentation of medical restriction, limitation, and/or display of Division of Motor Vehicle issued placard or campus issued handicap placard is prohibited.
  7. Cars or trucks may not be driven or parked on sidewalks.
  8. The driver of a vehicle shall be liable for any property damage resulting from negligence.
  9. Guests of faculty/staff members should register their vehicle at the Reception & Information Desk in Main Hall lobby. This facilitates the notification of the operator in case of an emergency. A temporary permit placard will be issued.
  10. All city and state traffic laws, including posted speed limits, must be obeyed while on campus.

Parking Area Designations

Parking areas reserved for faculty and staff is as follows:

  1. The upper Bell lot adjacent to West Campus Drive and parallel to West Princeton Circle.
  2. The West RAD Center lot (between the tennis courts and the RAD building).
  3. The East RAD Center lot (Norfolk Avenue side – shared with students).
  4. Spaces adjacent to the Terrell Health and Counseling Center near Conway Lane (near the third floor of the Leggett building and over the Boiler room).
  5. The Nursery School lot (rear, lower level of the Terrell Health and Counseling Center).
  6. East front campus from Main Hall to Moore Hall – in front of the Psychology Building – designated spaces only.
  7. Lower portion of the Magnolia lot.
  8. The grass lot (parallel to the Magnolia lot).
  9. If spaces are available, the lower Bell student parking lot may also be used.

Important Points: The parking spaces along Main Campus Drive from Smith Hall to Main Hall are reserved for visitors and guests of the College only, 24 hours a day, 7 days a week, 12 months a year. *Exceptions may apply during special events, severe weather conditions, student move in/out, or if preapproval is requested and granted by the Director of Campus Safety or designee.

Campus Safety offers safety escorts as requested, to and from all Randolph College parking lots and campus buildings during hours of darkness, or if special circumstances exist and assistance is needed at any time.

Citation Issuance, Penalties and Appeals

Parking citations are issued by Campus Safety Officers for the following infractions:

  1. Failure to display a valid Randolph College parking permit/decal.
  2. Parking in a handicap parking space without displaying proper handicap placard or state issued handicap license plate.
  3. Parking in a fire lane.
  4. *Parking in a visitor space.
  5. Other infractions such as:
    • Parking in a loading zone.
    • Parking in an undesignated space.
    • Parking in the grass (other than designated locations).
    • Blocking a driveway/roadway.
    • Expired temporary parking placard.
  6. All citations are $40.00. Payment of fees are accepted at the Cashier’s window in the Business Office during normal hours of operation.
  7. Failure to pay a citation fee within thirty (30) days of the date of issuance will result in a one-time payroll deduction from the employee’s paycheck.
  8. Anyone wishing to appeal a parking citation must obtain an appeal form from the Reception & Information Desk located in Main Hall lobby. All appeals must be completed and returned to the Reception & Information Desk within 72 hours, or three (3) business days of the date and time the citation was issued. Appeals received after this time period will not be considered and citation fees are expected to be paid. The Appeal Process instructions, information, and Appeal Forms may also be found here:
